Legal Drug Testing?

Is it legal in Ohio to drug test an employee without cause?
My understanding is that you have to have it in your policy book that you can test whenever you want - then you probably could. We try to avoid testing without cause because it can be construed as favoritism (the folks you don't pick) or discrimination (the folks you do test).
Generally we do a random test on a particular shift to be on the safe side.
